People’s Market in Seberang Jaya to be ready in March next year

The reconstruction of the Seberang Jaya Public Market and Hawker Centre is expected to be completed in March next year.

Chief Minister Chow Kon Yeow said that once completed, it will be renamed the ‘People’s Market’ (Pasar Rakyat).

“The reconstruction project, which began in 2019, will be able to house about 200 traders after its completion.

“The project is under the Penang Development Corporation (PDC) but when it is fully completed, it will be handed over to Seberang Perai City Council (MBSP) as the owner.

“The cost of the project is RM19.5 million and fully funded by the project contractor Zubicon Development Sdn Bhd through a cross-subsidised method.

“As of now, the 12.5-acre project is currently at 30% progress and we are confident that the reconstruction could be completed within the stipulated time,” Chow said in his speech during a site visit today.

Also present were state Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo, Permatang Pauh MP Nurul Izzah Anwar, MBSP mayor Datuk Azhar Arshad and Penang Development Corporation (PDC) chief executive officer Aziz Bakar.

According to Chow, the redevelopment project was needed as the old market was more than 30 years old.

“When completed, the new market will be equipped with plenty of accommodations and facilities such as solar panels, 450 parking lots, centrally connected exhaust fans, grease traps and others.

“And we hope when the project is fully completed, we can spur the local economy in Seberang Jaya and nearby area,” he added.

State govt stays committed to maintaining facilities at various housing schemes

The Penang government has spent a total of RM290.55 million for the maintenance projects covering both the public and private housing schemes in Penang as of Jan 25 this year.

This was announced by state Local Government, Housing, Town and Planning Committee chairman Jagdeep Singh Deo during a press conference held at the Sri Tanjung Apartment in Datuk Keramat today.

“Out of this amount, the state government has spent a total of RM46.87 million for the Penang Maximum 80% Maintenance Fund (TPM80PP).

“This involves a total of 297 applications for 497 maintenance works which have been carried out.

“All these maintenance works mostly involved the upgrading and replacing of lifts (285 projects) followed by water tank replacement and repair works (195 projects),” said Jagdeep.

Jagdeep added that the RM290.55 million also includes the maintenance works for housing schemes under the Penang Island City Council (RM24.82 million) and Seberang Perai City Council (RM4.59 million) as well as the public housing schemes (RM214.26 million).

Apart from that, Jagdeep thanked the Federal Government for allocating RM35.19 million under the ‘Program Penyelanggaraan Perumahan (PPP)’ and Tabung Penyelenggaraan Perumahan Malaysia (TPPM) for the year 2020 and RM18.44 million for 2021.

“For the year 2022, Jagdeep said the state government through the Penang Housing Board has appealed for a RM134.76 million fund from the Federal Government for the public and private housing schemes’ maintenance works.

“I would like to also urge the Federal Government to expediate the building of affordable homes for our people in Penang.

“The Housing and Local Government minister Datuk Seri Reezal Merican Naina Merican has promised at least two new people’s housing projects last year.

“I thank the minister for giving the commitment, but what we want is for the Federal Government to deliver their promises,” he added.

Jagdeep visited the Sri Tanjung Apartment to distribute the food baskets to the residents in conjunction with the Chinese New Year festivity.

During his visit there, Jagdeep shared that ever since (TPM80PP) was established in 2013, the state government has approved a total of three applications for the maintenance work at the Sri Tanjung Apartment worth RM200,380.

“Today, I have received an appeal from the apartment’s management regarding the need to upgrade two units of the lifts.

“Penang Housing Board has taken note of it, and they would take immediate action on the matter,” he added.

It is learned that Jagdeep, who is also the Datok Keramat assemblyman, has allocated a total of RM5,000 for the CNY food baskets which will be distributed in his constituency.

Teluk Kumbar to be a low-carbon city

The Penang Island City Council (MBPP) plans to make the Teluk Kumbar town into a low-carbon city, says its mayor Datuk Yew Tung Seang.

“Teluk Kumbar is a nice place. Many always come here to enjoy its ambience and nice food, like mee udang.

“We plan to make this place a low-carbon city, workable and cycling-friendly,” Yew, an ardent cyclist himself, said during his speech at the official opening of the Teluk Kumbar Heights Market and Food Complex in Teluk Kumbar today.

Yew continued: “We’ll incorporate the green concept into this complex. We’ve always been here with the community to see to their needs. Hence, we’re happy here today to make this a decentralised and sustainable market.

“Decentralised and sustainable market is the way to go. We’ll look into things with a ‘less is more’ approach to bring benefits to the surrounding areas.”

He said the Teluk Kumbar Heights Market and Food Complex, costing RM1.8 million, has eight market stalls and 16 hawker stalls.

It is expected to open at the end of next month as MBPP is now in the process of interviewing applicants.

Yew said the nearby markets include the Fishermen’s Market in Sungai Batu, a private market and a morning market in Taman Sahabat.

Also present were state Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo, Bayan Lepas assemblyman Azrul Mahathir Aziz, MBPP secretary Datuk Adnnan Mohd Razali, and MBPP councillors Harvindar Singh and Nicholas Theng Jie Wey.

Jagdeep commended Yew for his initiative to make the place eco-friendly, which is in line with the Penang2030 vision for a ‘Family Focused, Green and Smart City that Inspires the Nation’.

“Congratulations to the mayor, developer and architect for such a beautiful market. I fully agree with the mayor’s suggestion to make this complex a green building. I also notice that it has already adopted the rainwater harvesting technology.

“This is an important project that has been successfully developed. There are four flats in this vicinity with several thousand people living here.

“I am happy that the market complex is easily accessible and is for the convenience of the residents here,” Jagdeep said.

Jagdeep, however, urged the public to adhere to the standard operating procedures (SOPs) as the Covid-19 cases continue unabated.

He warned that the Penang Island City Council and Seberang Perai City Council (MBSP), together with the police, would not hesitate to close any market infringing the SOPs.

Since the pandemic occurred early last year, Jagdeep said the local authorities have shut down 16 markets – eight on the island and eight on the mainland – after several Covid-19 cases were detected.

Azrul said he was thankful to Jagdeep and MBPP for establishing a new market complex for the Teluk Kumbar residents.

“There a lot of newcomers now staying in Teluk Kumbar and I am happy that this new market will provide them the necessary service. This is one of the very good markets I have seen,” Azrul said.

A total of 19 economic sectors in Penang can now operate following the latest update by the National Security Council (NSC) with regard to the economic activities for the states under phase 2 of the National Recovery Plan (NRP).

Chief Minister Chow Kon Yeow said as of yesterday (Aug 16), many economic sectors have already been allowed to resume their business.

“With the latest information that we received yesterday from the NSC, we no longer need to wait for the 50% of the adult population to be fully vaccinated before these economic sectors are allowed to resume their operation.

“Previously, this was a prerequisite for these economic sectors to resume business.

“In fact, if we were to remain with the original criteria, then I think most of the states would not be able to achieve the required vaccination rate.

“Penang, being ranked either 6th or 7th, so far has only achieved 37 percent of vaccination rate of inoculating its adult population with both the doses,” said Chow.

Chow also added that the mayors from the respective councils, Penang Island City Council and Seberang Perai City Council would be making further announcement on the matter.

Desa Bayan apartment to receive RM123,000 for repair works under TPM80PP

The Penang government has spent a total of RM281.7 million for the maintenance works in public and private housing schemes in the state since 2008.

State Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said the amount spent was up to July 31 this year.

He said the total spending included maintenance works under public housing scheme; maintenance works under Penang Island City Council (MBPP) housing scheme, maintenance works under Seberang Perai City Council (MBSP) housing scheme and Penang Maximum 80% Maintenance Fund (TPM80PP).

“Generally under TPM80PP, a total of RM45.24 million has been spent.

“This involved various works that have been carried out for 479 projects, like upgrading of flats’ lifts, replacement of water tanks, replacement of roofs, painting, road paving and others.

“The state also hopes that the Federal Government can assist the state in this maintenance works’ projects.

“We appeal for their kind consideration in order to assist the needy staying in the flats,” he told reporters after visiting Desa Bayan apartment in Bayan Lepas yesterday.

During the visit, Jagdeep announced that the state has approved the repair works for five lifts in Desa Bayan apartment.

“This 21-year-old apartment has five blocks with a total of 720 units.

“The residents here have been facing this long-standing problem. Hence, I am happy to announce that the state will bear 80% of the RM123,000 repair cost.

“The remaining 20% will be borne by state Entrepreneurial Development, Trade and Industry Committee chairman Datuk Abdul Halim Hussain, who is also the Batu Maung assemblyman,” he said, adding the repair works, which are scheduled to start this month, would take about 16 weeks.

Abdul Halim, who was present, noted the plight of the residents staying in the apartment, especially with the ongoing Covid-19 pandemic.

Peacock Eco Park is expected to be ready in Penang by December

The construction works of the first-ever aviary or a mini zoo in Penang that specialises in raising peacock is expected to be completed in December this year.

Known as Peacock Echo Park, it is located at Taman Kimsar in Prai.

Seberang Perai City Council (MBSP) councillor David Marshel said once completed, the aviary would be home to plenty of peacocks from various species.

“The RM300,000 project is a joint collaboration between Prai constituency service centre, MBSP and Mr D. Parantpaman as the owner of the peacocks.

“He will contribute some of his peacocks to be put in the aviary. He will also be responsible for managing the place and its facilities once the project is completed soon.

“We choose Mr Parantpaman to manage the place because of his vast knowledge and experience as peacock consultant.

“There will be a memorandum of understanding (MoU) signing ceremony soon to legalise the matter between the three parties.

“The construction works of the Peacock Echo Park started four months ago and as of now, the project is 50 percent complete. And since we can operate at full force now, we are confident of doing our best to ensure that the project is completed within the stipulated time.

“Hopefully, when the aviary is fully operational soon, we can transform Prai as a tourist attraction on the mainland,” Marshel told Buletin Mutiara during his visit to the place recently.

According to Parantpaman who was also present during the visit, admission would be free of charge once it is open to the public.

“We will also open a souvenir shop and a small cafe inside the aviary to cover back the expenses.

“I also want to include a pond in front of the aviary, where giant Victoria lilies will be grown.

“Hopefully, when it’s open soon, the public will know more about peacocks and appreciate it.

Parantpaman said when the construction works are completed, he would put 50 peacocks from nine species at the aviary.

“Among the species are Indian metallic greenish-blue neck peacocks, the albino version of Indian peacocks and Javanese mix peacocks from Belgium, Pied and Black Shoulder peacocks from Spain.

“And what I like about peacocks the most is they are clean and quiet birds unlike chicken. Plus, they are beautiful too,” he added.

Parantpaman added that at the moment, he has a total of 200 peacocks from nine species including a variety of hybrid peacocks that are put in the small animal farm in front of his house at Taman Kimsar.

“I started with 10 peacocks about 10 years ago and the number has multiplied since then.

“The discussion to have the first-ever Peacock Echo Park started in 2018.

“And I am glad that it has materialised now. Once the aviary is ready, it will be a perfect opportunity for me to educate and introduce these unique and beautiful bird species to everyone,” he added.

MBSP continues to monitor strata housing for SOP compliance

Seberang Perai City Council (MBSP) through the Commissioner Of Buildings (COB) will continue to monitor strata housing as usual even though Penang is currently in Phase 2 of the National Recovery Plan (NRP).

In a written statement on 8 July 2021, the Mayor of MBSP, Dato ’Sr. Rozali Mohamad said that his team will monitor the standard operating procedures (SOP) related to the approval letter issued by the Ministry of International Trade and Industry (MITI) as well as the work procedure at the Joint Management Body (JMB) or Management Corporation (MC) office.

“Besides that, the operation also focused on the compliance aspect of physical distancing in the elevator, closure of all common facilities and no social activities were carried out during this phase,” he explained.

In a related development, Rozali also explained that last June 23, the local authority (PBT) had carried out a surprise inspection operation related to SOPs in six strata housing, followed by a similar operation on July 2, 2021.

“The surprise inspection operation carried out previously involved housing schemes in the three districts in Seberang Perai.

“As a result of the inspection, JMB/MC misunderstood the need to register a list of common area maintenance workers by them, under the COVID-19 Intelligent Management System (CIMS).

“Nevertheless, in general, local authorities are satisfied with the SOP compliance practices in all the localities,” he explained.

It is understood that currently there are 1,113 stratified development areas consisting of 82,223 plots in the Seberang Perai area.

Commenting on the matter, Rozali said that the purpose of the inspection operation was carried out by the MBSP Commissioner Of Buildings (COB), among others, as a guide for all JMB and MC to operate in compliance with the SOP outlined by the National Security Council (MKN).
