PSI project brings social uplift to local community

The Penang South Islands (PSI) project is bringing social uplift to the local community besides creating new land bank for the state’s future development, Penang Infrastructure Corporation (PIC) chief executive officer Datuk Seri Farizan Darus said.

He was tasked by the Penang government to oversee the execution of the project.

Farizan said that the project had already started providing stable jobs to fishermen, white-collar workers, and fresh graduates even before the reclamation begins.

“We want the local Penangites to benefit from the project.

“The PSI does not only create job opportunities to professionals such as engineers, architects, planners, and others. The project also provides job opportunities to the non-professionals and technical workers.

“Besides that, the project brings great value to the downstream value chain of the construction sector with spill over benefits to the other sectors,” he said in a statement.

It is learnt that currently more than 120 employees are on staff for PSI, including the local fisherfolk.

They are now earning stable salary and enjoying full-time perks such as insurance coverage, Perkeso and EPF contribution, which they previously didn’t have as fishermen.

Farizan said the PSI project was timely as it provided the necessary relief to the present economic recession in the state.

Deputy Chief Minister I Datuk Ahmad Zakiyuddin Abdul Rahman welcomed the social uplift brought by the PSI project to the fishermen community.

“The PSI project provides career options to the fishermen. Without the project, job opportunity is limited.

“The Penang government prioritises the social uplifting of the fishermen. Therefore, RM100 million is allocated under the PSI project to fund community improvement programmes and fisheries enhancement initiatives,” he said.

Ahmad Zakiyuddin said the fishermen community would not be hindered from going to the sea as there would be a 250-metre-wide channel prepared for their use.

“Besides that, the fishermen community is provided with financial aid, new boats and engines, four new jetties for fishing vessels, new jobs and business opportunities, reskilling trainings, free tuitions and scholarships.

“The deployment of artificial reefs and fish aggregating devices, release of fish and prawn fry, planting of mangrove, and funding fisheries research to enhance coastal ecosystem for fisheries will also be carried out,” he added.

PIC said the Department of Fisheries’ (DoF) reports from 2013 to 2019 had shown that land reclamation projects have minimal impact on the state’s fisheries.

“The reclamation at Tanjung Tokong and Bayan Bay, began in 2016 and 2017 respectively, did not lead to a decreasing trend for fisheries.

“Marine fish landings (from 2017 to 2019) have increased from 153,864 tonnes (2013-2015) to 157,734 tonnes after the commencement of the two projects.

“The three-year average fish landing per fisherman recorded 40.5% growth from 7.66 tonnes (2013-2015) to 10.76 tonnes (2017-2019),” PIC said.

Adam Anuar, who is currently working as an information officer at the Pusat Perkhidmatan Setempat Nelayan (PPSN), said his new job helped him to save enough money to own a motorcycle.

“I can pay for the motorcycle instalment and monthly rental now,” said Adam, who was formerly a fisherman.

The PPSN is the PSI’s engagement centre serving the local fishing community.

Adam’s colleague who was also a fisherman, Samsuar Hasshim, said his salary enabled his family to have a better life.

Penang South Islands project to go on despite objections

Despite numerous objections from various parties, the Penang government will proceed with the Penang South Islands (PSI) project, formerly known as Penang South Reclamation (PSR) project.

Chief Minister Chow Kon Yeow said it is not about choosing one or the other – referring to the PSI, the environment issue and fishermen welfare.

“We only disagreed on cancelling the project. We do not have to choose between PSI, and the environment and fishermen. Technology and engineering advancements can allow us to build PSI and preserve the environment and the people at the same time,” he said in a statement here today.

He said the state has been listening and agreed with the concerned parties on the importance of taking climate change into consideration and protecting the welfare of fisherman.

“This is why we are implementing so many mitigation measures, carrying out a socioeconomic plan for fishermen, and introducing green initiatives for the PSI development. Suffice to say that such a massive and comprehensive plan to improve the fishing community has never been done before anywhere in the country.”

Lately, various parties including Permatang Pauh Member of Parliament (MP) Nurul Izzah Anwar, Kepala Batas MP Datuk Seri Reezal Merican Naina Merican, Entrepreneur Development and Cooperatives Minister Datuk Seri Wan Junaidi Tunku Jaafar, Consumers Association of Penang, Sahabat Alam Malaysia, civil society groups including Penang Forum and fishermen’s groups had objected and called for the project to be cancelled.

However, Chow, who is also the Tanjong MP, said the people should consider the many socio-economic benefits PSI will bring to Penang that have greater value than monetary returns.

“We never denied that the project will have impact but we have always shared with the people how we intend to mitigate the impact, create new habitats for marine life, and provide more job and business opportunities for fishermen and other locals,” he said.

He explained that the job creation and economic growth stimulated by domestic and international investments will give financial stability and security to the people; while the green initiatives like low carbon developments and transportation, use of renewable energy, and provision of open spaces will contribute towards improving liveability and public wellbeing for decades to come.

“We strongly believe we are able to achieve all the above while also being fully compliant to the stringent approval conditions imposed by DoE (Department of Environmental). As such, no precedence should be set by the Government whereby approval for projects is reversed even though all approval conditions are being met,” he said.

Under the PSR project, the state government is proposing to reclaim about 1,821 hectares of the sea to build three islands south of the Penang International Airport towards the east around Permatang Damar Laut to create a land bank that will be utilised to finance the Penang Transport Master Plan (PTMP) project.

Scientex acquires land in Penang to build more affordable homes

Scientex Bhd plans to build more affordable homes in Penang, following the overwhelming response for the company’s maiden Penang township in Tasek Gelugor.

Its chief executive officer Lim Peng Jin said the first phase of Scientex Tasek Gelugor, launched in October 2020 has recorded a take-up rate of more than 90 per cent to date.

Lim said the high take-up for Phase 1 of Tasek Gelugor indicates robust demand for affordable homes in Penang.

It also marks a strong beginning for the company’s maiden venture in Penang, he said in a statement.

The packaging manufacturer and property developer is expanding its current landbank in Penang to 523 acres where it is acquiring three parcels of freehold agriculture land measuring a total of 343 acres in North Seberang Perai.

The company’s wholly-owned subsidiaries Scientex Quatari Sdn Bhd and Scientex (Skudai) Sdn Bhd have entered into two separate sales and purchase agreements with Sunrich Conquest Sdn Bhd and Titanium Greenview Sdn Bhd respectively to acquire the land parcels for RM246.7 million.

Lim said the proposed acquisition is subject to the Estate Land Board’s approval and is expected to be completed in the first half of the calendar year 2022.

Scientex plans to launch a mixed development on the lands, he said.

Lim said with the new lands situated within close proximity to the company’s existing township, he is confident that this expansion will work in its favour in capturing healthy demand and establishing the Scientex brand further.

The new land bank is expected to offer potential homeowners with good road connectivity, as it is located just 7km from Sungai Dua Toll and provides easy access to the North-South Expressway as well as Penang Island, he said.

Upon completion of the land acquisition in North Seberang Perai, the company’s total landbank would increase to 6,213 acres and this is expected to keep it busy for the next 10 years.

The total landbank has an estimated total gross development value (GDV) of RM32 billion and it aims to build affordable homes based on its sustainable property development model.

Scientex, which has delivered RM6.3 billion worth of properties since the inception of the property development arm in 1995 is believed to be acquiring more land.

According to the statement, the company is in the process of acquiring 202 acres of land in Pulai, Johor, and 161 acres in Sungai Petani, Kedah.

Scientex also unveiled that its future development is Scientex Sungai Petani located in the northern region.

Its ongoing property projects with a GDV of RM2.3 billion are located in Johor, Melaka, Selangor, Perak, and Penang.
