Ewein Zenith Sdn Bhd deputy chairman Datuk Ewe Swee Kheng is determined to set a new benchmark for lifestyle living with its new residential project in Penang: City of Dreams.

According to Ewe, the 3.67-acre project is part of the 50-acre Wellness City of Dreams development, which will cover part of a 110-acre freehold reclaimed tract in Bandar Tanjong Pinang. The development of the remaining 60 acres has yet to be determined.

Ewe says the parcel was given to Consortium Zenith BUCG Sdn Bhd (CZBUCG) by the Penang government as compensation-in-kind for the building of the upcoming RM6.3 billion Penang Tunnel, which will include three road bypasses.

The development has a potential gross development value (GDV) of RM13.89 billion. Ewein owns a 60% stake in Ewein Zenith and CZBUCG, the remaining 40%.

City of Dreams, which has a GDV of RM800 million, is the first component of the overall development. The luxury seafront serviced apartment project will comprise two 38-storey towers with 572 seaview units. Their built-ups range from 1,097 to 2,350sqft.

Bandar Tanjong Pinang is an established mid- to high-end residential district with 90% of the developments being homes. It is a self-contained township not too far from the busy Gurney Drive, making it popular with investors and homebuyers, according to Raine & Horne International Zaki + Partners Sdn Bhd senior partner Michael Geh.

“Bandar Tanjong Pinang offers views of the sea and is within walking distance of the retail marina (Straits Quay) and Tesco hypermarket. Property prices in Bandar Tanjong Pinang should remain strong because it is strategically between Gurney and Batu Ferringhi, the shopping and leisure paradise in the north of the peninsula,” he says.

However, he foresees high-rise condominiums facing some competition because there are a few upcoming developments nearby, such as Mont Residence, Skyridge Garden, Mira Residence, Alila 2 and HH Residence, which are priced lower.

“Nevertheless, Bandar Tanjong Pinang condos’ advantage is the location. Property prices will adjust accordingly to new demand and supply,” said Geh.

As the latest development in the area, City of Dreams offers a better view as it sits on the opposite shore of Gurney Drive. Its positioning ensures that all its units face the sea and Gurney Drive. There are only 10 units on each level and each unit has its own lift lobby.

City of Dreams will be connected to the planned Penang Outer Ring Road (PORR), making access to the other parts of the island easy. The RM1 billion PORR is an 18km toll expressway linking Gelugor in the south, near Penang Bridge, to Tanjung Bungah in the north.

The façade of City of Dreams, which is inspired by a diamond, is set to change the scene in Bandar Tanjong Pinang.

“I want this project to shine like a diamond in Penang. Just imagine how shiny it will be when the glass façade reflects the sunlight. Also, diamonds are precious, very much like your family and home. This is also my reason for naming the towers after my wife, Elaine, and my daughter, Chloe.”

He added that naming the towers after his family members showed his commitment to his second residential project.

Ewe’s first project was a low-density condominium, The Palazzo, in Pulau Tikus, which was completed and handed over to buyers in 2006. It was developed by Ewein Holdings Sdn Bhd, the property development arm of Ewein Bhd.

Ewein Bhd has embarked on a diversification programme since 2011. The counter was reclassified from the industrial product sector on Bursa Malaysia to the property sector on December 23, 2015.

Ewe said currently, the company was focusing on City of Dreams, which had been well received since it was opened for registration at end-2013. “So far, we have received over 1,200 registrations.”

The developer is looking to officially launch the project as planned, in 1Q2016.

“We are targeting local buyers. However, we have received registrations from all over, with the majority from the northern part of Peninsular Malaysia. We are also looking at having 20% foreign buyers. We will hold roadshows in China, Singapore, Indonesia and the Middle East soon,” Ewe said to “City & Country” in an interview at the project’s sales gallery in Penang.

City of Dreams will have more than 50 unique facilities, which are creating a buzz in Penang’s property market. Apart from the standard serviced apartment facilities like a swimming pool or gym, it will boast many special features and amenities such as an eight-tier security system, Rolls-Royce limousine and private yacht charter service, seaview steam and sauna rooms, free WiFi access in the lobby and emergency transport and room.

“I imagined how I wanted my dream home to be and what kind of lifestyle I wanted. This was how I came up with the facilities for the project,” Ewe said.

For example,” he added, pointing to a Rolls-Royce parked outside the sales gallery, “People want to stay in a nice home and drive a nice car, but how many can afford both? And how often do you get to ride in that luxury car? In City of Dreams, we’ll have a Rolls-Royce at your service; all you need to do is book the car via a residents’ facility management mobile app and pay a fee (the rate has yet to be determined).”

The facilities will be on the ground floor and levels 1, 6, 36 and 37 of the towers. On the ground floor, there will be the grand lobby and reception desk, 116 VIP parking bays, an automated car wash system, a driver’s room and an emergency room.

On level 1, there will be a business lounge, meeting rooms and a mail room with mail sensor detector post boxes. The developer is also looking at the possibility of sending mail arrival messages via the residents’ app in the future.

Level 6 will feature indoor and outdoor facilities such as a salon, gym, sauna and steam room, jacuzzi, pre-function gallery for cocktails before a sit-down event at the grand ballroom (sits up to 240 people), swimming pool, barbecue area, karaoke room, private cinema, bowling alley, three-in-one court for tennis, futsal and basketball, and a mini garden for residents who want to grow their own vegetables, for example.

On level 36, there will also be sky lounges, a daybed area and sky terrace. On the next level, there will be a sky library or reading room, dining room with a kitchen for private events, wine room and cigar bar as well as a gallery that presents a brief history and development story of City of Dreams.

To ensure the quality of service and lifestyle as promised, Ewein Zenith will form a management committee with a hotelier to manage the development.

In line with the wellness concept of the Wellness City of Dreams development, there will be more than 20 wellness fittings that can be added to the units before the handover to buyers (at a cost that has yet to be finalised) such as air purifiers, Vitamin C-infused showers, posture supportive flooring or blackout shade.

The apartments are priced from RM1,172psf. According to Ewe, the price is lower than those of the neighbouring projects, some of which are as high as RM1,800psf. The maintenance fee of City of Dreams is only 30 sen psf, compared with 60 sen to 80 sen psf in the nearby projects.

“Every unit will contribute more than RM300 a month if I charge 30 sen psf for maintenance fees. With more than 500 units, I will get at least RM200,000 a month. Did you know that with that amount a month, you can manage a hotel?

“Furthermore, City of Dreams is a green development. We will install a solar power system and a rainwater harvesting system, hence, the maintenance cost will be low,” Ewe said, adding that the project’s design was Gold Green Building Index-compliant.

Other green features include a food waste processing machine and centralised water filter system.

He declined to share details about the project, which is currently referred to as “City of Dreams II”, except to say: “It will be another landmark project with an estimated GDV of RM1 billion. It should have a similar concept as City of Dreams, but will have smaller units... more affordable for the younger generation.”

Last month, Ewein Bhd announced the land acquisition of City of Dreams II from CZBUCG for RM162 million.

Ewe is optimistic about the take-up of City of Dreams II despite the property market slowdown.

“The property market is not doing well now, but that has never been a reason for me to stop launching projects as planned,” he said.

He believes the success of a launch in Penang depends not so much on the market sentiment but on the uniqueness of the project and its quality.

“As a Penangite doing business here, Penang people always spend wisely, especially when it comes to property purchases. Hence, I will not hold back City of Dreams II. Once everything is ready to go, I will announce its launch.”

Southern Penang Fisherman Association president Arshad Omar said that when work on two artificial islands (provided for under the Penang Transport Master Plan) to be sited in their fishing ground starts, they would have to seek greener pastures.

“If the reclamation project follows through, we will have to fish near the southwest.

“It’s already crowded over there with more than 1,000 fishermen and their daily catch has dwindled over the years.

“Can you imagine if we all move there? It would definitely be a congested sea,” he said during the question-and-answer session held by the master plan’s delivery partner SRS Consortium with fishermen at Kompleks Tabung Haji yesterday.

IT was a rare chance for fans of Disney animated movie, Frozen, who got to see their screen idols Queen Elsa and Princess Anna come to life before their eyes during a meet-and-greet session in Penang.

Penang Company Growing On Solar Demand

KUALA LUMPUR: Tek Seng Holdings Bhd , a Penang-based polyvinyl chloride (PVC) product manufacturer, which is ramping up its solar energy business, expects the segment to drive earnings growth as the world shifts further towards energy efficiency and sustainability.

Interest in solar products should see rising interest after the Paris Climate Conference last month, as nearly 200 countries have agreed to limit temperature rises by cutting down fossil consumption in power generation.

Tek Seng, which derived most of its earnings from PVC flooring and packaging product business, ventured into the solar energy business when it became clear that the segment would not be able to generate double-digit growth in years to come.

“Earlier, we projected that [the] PVC business may continue to post double-digit growth in the next three years, but given the current market situation, we think it is not realistic anymore,” its executive chairman Loh Kok Beng told The Edge Financial Daily in an interview recently.

But it is not all doom and gloom for the group. Its solar segment has started to gain a stronger foothold and reversed its losses in the third quarter ended Sept 30, 2015 (3QFY15).

“Based on the segment’s track record, we expect the revenue contribution of the solar segment to grow to 60% from 40% currently in the current financial year ending Dec 31, 2016 (FY16), while the PVC segment’s contribution may fall to 40% from 60% presently,” Loh said.

With the strong performance of the solar segment, Loh is optimistic that the group is likely to achieve double-digit growth in revenue in FY15 and FY16.

“The order book for this year and [the] first quarter of 2017 has been filled up,” Loh said, expecting more orders to continue to flow in as China, the world’s second-largest economy, plans to increase solar power capacity to reduce environmental pollution.

“Further, we are not bound to the anti-dumping duties and this could further boost our sales,” he added.

Tek Seng is based in Penang Science Park and dedicated to the research, development, and production of high-quality solar cells, modules, and PV systems.

Tek Seng’s solar cells are sold mainly to Taiwan, China and Eastern Europe. Taiwan and China accounted for 80% of the total sales.

In view of rising demand, Loh said the group had set aside RM200 million in FY16 to boost its production capacity to capture growth of the multibillion business.

According to him, the funds will be utilised for the installation of four additional new production lines, which would boost its total production capacity to 490mw from 210mw currently.

“One of the new lines is expected to start operation by early next month, while the other three, which will be housed in the new plant, will commence operation in phases towards the end of the year,” he said.

Currently, Tek Seng has three solar production lines at its solar energy plant in Penang, which gives it a total manufacturing capacity of 210mw per annum or 70mw per line.

“According to our internal estimation, each of the production line has the potential to generate about RM100 million in revenue per year, should it run at an average utilisation rate of 97%,” Loh added.

Claiming it as the only solar cell maker in the country, Tek Seng is in the midst of constructing its second solar energy plant, which can house approximately 10 new manufacturing lines, bringing its total production capacity to 680mw.

“The construction work is expected to be completed by [the] third quarter of this year,” Loh said.

Tek Seng’s solar segment swung back to profitability in 3QFY15 with a profit of RM7.53 million from a loss of RM3.65 million in 2QFY15. It registered revenue of RM55.77 million in 3QFY15, accounting for 56% of the group’s total turnover.

On its PVC business, Loh is hopeful that the segment could maintain its performance in FY16 as production costs come down amid low commodity prices.

“Last year, the segment’s orders declined as much as 20%, mainly impacted by a stronger US dollar against all major currencies. But orders normalised after we slashed our prices by about 10%,” he said.

“Our products are mainly exported to emerging countries, such as Indonesia, [the] Middle East and Africa, and a strong [US] dollar will erode our clients’ purchasing power,” he explained.

Although currency volatility has hurt the company’s performance, it has no plan to hedge itself.

Instead, Loh said the group plans to offer various options, for example, a client can choose to pay according to the exchange rate on the invoice date or goods delivery date, whichever deemed best for them.

“We are also considering to bill our clients in other currencies that would benefit them,” he added.

Tek Seng posted a net profit of RM5.04 million in 3QFY15, a 183% jump from RM1.78 million in 3QFY14, while revenue surged 63.5% to RM99.33 million from RM60.75 million.

Shares in Tek Seng hit their all-time high of RM1.25 on Jan 11, and have been hovering between RM1.13 and RM1.21 after coming off the peak.

Loh’s family is the single largest shareholder of Tek Seng, with a collective shareholding of 57.15%.

DCP Thaiveegan added that most victims were “blinded” by the large amounts of money offered in the scams and didn’t think twice.

He also said commercial crime cases in Penang recorded a 13.3% increase last year compared to 2014.

He said a total of 19,553 cases were reported in 2015 compared with 16,960 cases in 2014.

“The 13.3% increase is equivalent to 2,593 cases,” he added.

DCP Thaiveegan said police would continue their efforts to educate the public about commercial crimes.

Hong Teik Lion and Dragon Dance Association from Alor Setar beat 12 teams from Penang, Perlis, Kedah, Selangor and Perak to take home the top prize of RM5,888.

Its hat-trick of titles was never in doubt as the slick moves by its perfor-mers on stilts during the 10-minute presentation won the hearts of the judges and the big crowd of spectators.

The skills and coordination of the two performers who moved with such precision to the beat of the drums had the spectators in awe at the recent event at Kompleks Bukit Jambul (KBJ) in Penang.

“We trained well for the competition with the determination to emerge as champions again this year,” said their trainer Cheah Kwong Leang.

Cheah, 41, said they picked the theme of a ‘drunken lion’ in a cave which ran amok. His troupe also won the Best Costume award.

The event was sponsored by Penang Xuan Gang Sports Entertainment.

The Tong Keow Bin Lion Dance Association troupe from Penang won the RM3,888 second prize while Dou Mu Jiu Hwang Da Ti Buddhist Association from Kedah took home the third prize of RM1,888.

The 13 participating troupes were required to finish different themed forms of movement in seven to 10 minutes, demonstra-ting vivid gestures and expressions of the lion.

The judging panel was made up of 15 professional judges from well-known lion dance associations in Malaysia.

The judging criteria were based on the level of skills of footwork as well as coordination between the performers and the music.

The championship was organised by KBJ and Penang Xuan Gang Sports Entertainment.

Deliberations over the fate of Penang's iconic, but loss-making ferry service linking the island to Butterworth seem never-ending. Often when the topic is broached, it would invariably turn political.

The people of Penang are very much attached to their ferry service, which is the oldest in the country, operating since 1920, and closing down the service will never be permissible. However, the ferry service represents a financial burden for its operator Penang Port Sdn Bhd (PPSB), losing millions each year. It recorded a loss of RM23 million from ferry operations in 2013.

It is understood that Seaport Terminal (Johore) Sdn Bhd's, a company owned by tycoon Tan Sri Syed Mokhtar Al-Bukhary, price for taking over PPSB in November 2013 included the burden of the loss-making ferry service, but one it is willing to let go at any time. PPSB was formerly a wholly government-owned subsidiary under the Finance Ministry.

As far back as 2009, Penang Chief Minister Lim Guan Eng had made it known that the DAP-led Penang state government was keen to take over the operation of the ferry system from PPSB. However, the move was seen as as a political ploy by then transport minister Datuk Seri Ong Tee Keat.

In an exclusive interview with The Edge Financial Daily, Guan Eng once again expressed the Penang government's keenness to take over the ferry service.

Indeed, Guan Eng said the Penang government is in the midst of preparing a report for the federal government, detailing plans to take over the loss-making ferry service and the course of path it would take to revive it.

According to Guan Eng, the federal government has indicated its willingness to consider the Penang government's proposal, but has requested for more information before it makes a decision.

“We are preparing a more detailed report for the federal government. We are also looking at appointing a consultant to handle the talks with the transport ministry.

“The fact that they had called for a meeting [with us] indicates that they have strong interest [in our proposal]... [but] I think we will wait for an official confirmation [before we appoint a consultant],” he said.

Guan Eng was commenting on the outcome of the meeting between Penang state secretary Datuk Seri Farizan Darus and Transport Ministry secretary-general Datuk Seri Saripuddin Kasim on Jan 8.

​The Penang government is prepared to take over the management and operation of the ferry service under four conditions. They include it be excluded from all liabilities or debts of PPSB until the date the state government takes over, and that it will only absorb all employees in the lower and supporting services directly involved in the operation of the ferry service, while the retainment of management staff will be solely at the discretion of the state government.

On funding for the ferry service, Guan Eng said the state will use its internal funds.

“In terms of funding, you are looking at tens or hundreds of million of ringgit. We will come up with it. We do not have RM27 billion, but we have RM100 million,” he said, referring to the proposed RM27 billion Penang Transport Master Plan.

“However, in terms of the purchase of 30 water taxis, it would definitely be through an open competitive tender,” he added.

Guan Eng said the state government may also consider calling a request for proposals for a joint-venture partner to run the ferry service and water taxis.

After Ho Chi Minh, Yangon, Let’s Have Hong Kong!

The Penang government wants a direct flight connecting the state with global trade hub and financial centre, Hong Kong.

Penang Chief Minister Lim Guan Eng hopes to have the state connected to global trade hub and financial centre via a direct AirAsia flight route next.

Chief Minister Lim Guan Eng told AirAsia Bhd today that the route was "top of the list and critical".

"Apart from Asean cities, we also need to link up with what I would call global air traffic centres.

​"Among them are Hong Kong. That is very critical. Others are Seoul and Shanghai. But I think for us, the critical centre is Hong Kong."

This is because we have a tremendous influx of visitors coming from Hong Kong, and both residents and travellers using Hong Kong as their main transit point," he said.

​Lim was speaking in a press conference at the Penang International Airport on Monday evening after receiving the passengers onboard the inaugural AirAsia flight from Ho Chi Minh City to the northern Malaysian state.

Lim said that even Hong Kong leader C.Y. Leung had travelled to Penang late last year for a holiday.

He said that was testimony that Penang was the destination of choice, not only for people from Hong Kong but from all over the Asia-Pacific.

"We hope AirAsia will help us promote that," he said.​

Lim also thanked AirAsia for creating the new route to Vietnam's capital city, calling Ho Chi Minh City a very important addition to the destinations connected directly with Penang by air.

Penang, he said, was also anticipating the opening of one more air route – the AirAsia Penang-Yangon direct flight – in March.

"We are proud of these new routes. After Ho Chi Minh City and Yangon, (let’s have) Hong Kong," he told AirAsia chief executive officer Aireen Omar at the press conference.

​Aireen said now that Lim had mentioned it, the airline would look into his suggestion.

She said AirAsia was planning to introduce new routes to Chinese and Indian cities.

In July 2007, the award-winning Malaysian low-cost carrier launched the direct flight from Penang and Hong Kong but discontinued the route in March 2013.

The Lure Of Waterfront Property In Penang

The state of Penang is split into two regions: the island and the mainland, linked by the Penang Bridge, the Penang Second Bridge and by a short ferry ride.

The island is divided into two main districts: Northeast Penang which spans from Batu Feringghi and Tanjung Bungah to the north and Bukit Jambul and Relau to the south; and Southwest Penang, which covers Sungai Nibong, Bandar Bayan Baru, Bayan Lepas, and all parts of the west coast.

The 24km Penang Second Bridge offers access between the southern end of the island with all of its manufacturing companies and the mainland.

The non-landed residential property landscape in each of these districts is distinct from one another. “Most of the upmarket and luxury condominiums on the island are located in the Northeast region, whereas the more mid-market ones are in the Southwest region,” says C H Williams Talhar and Wong Sdn Bhd director Peh Seng Yee.

Based on TheEdgeProperty.com’s analysis of transactions, the average transacted price of non-landed residences on the island has steadily increased since 2013. The average transacted price in Northeast Penang hit a new high of RM432 psf in 1Q2015 on the back of new completions. This represents an 18.7% year-on-year (y-o-y) appreciation from RM364 psf in 1Q2014, following a 10% y-o-y growth in the preceding year.

Meanwhile, in Southwest Penang, the average transacted price of non-landed homes hit a new high of RM408 psf in 1Q2015. This represents a whopping 29.4% y-o-y appreciation from RM315 psf in 1Q2014, following a mere 5.6% y-o-y growth in the preceding year.

Today, mid-market, non-landed units are typically transacted for RM450 psf onwards while the upmarket ones can go up to RM1,300 psf, says Peh.

Prices of apartments and condominium units have generally been rising, particularly in the past five years, taking the cue from the many new projects with better specification than previous ones in recent years, Peh adds.

According to Landserve Penang executive director, Ooi Choon Seong, prices of new launches have been increasing at a conservative estimate of 10-15% annually. “Depending on the furnishings and location, the figure may be even higher than that,” he says.

Based on TheEdgeProperty.com’s analysis, on an average psf price basis, the most expensive condominiums are also among the newest. In Northeast Penang, they are led by Quayside Seafront Resort Condominiums (RM979 psf) followed by Suites at Straits Quay (RM906 psf). These luxury properties are part of the Seri Tanjung Pinang township developed by Eastern and Oriental Bhd. Both are located along the waterfront, and offer expansive views over the sea. The Suites @ Straits Quay has the added convenience of being located atop Straits Quay Mall.

Over at Southwest Penang, the most expensive condominiums are found within the Bayan Indah enclave. They are led by Putra Place (RM660 psf), Gold Coast Resort Condominium (RM575 psf), Villa Emas (RM556 psf) and Putra Marine Resort Condominium (RM533 psf). These upmarket seafront properties were completed by Techware Enterprise Sdn Bhd between 1999 and 2006.

One reason these projects have retained their value could be due to their location close to the upcoming Penang World City in Bayan Mutiara that is being jointly developed by Ivory Properties Group and Tropicana Bhd.

According to Reapfield Properties head of sales, Sam Kam, the sea view offered by Penang projects is their main draw. “This has attracted expatriates looking for holiday or retirement homes under the Malaysia My Second Home programme. Anyone would rather wake up to a calm and relaxing view than a noisy and hectic one,” he says.

However, the experts agree that homebuyers in Penang are mostly still locals. “Expatriates buying homes in Penang have been relatively small in number, and thus, the local property market has not changed much over the years,” says Peh.

 

Landserve’s Ooi notes that development is more rapid in Northeast Penang, but believes things will pick up soon in the Southwest, which has several major catalysts in the form of infrastructure projects.

“Although the Penang Second Bridge has opened, it is still taking some time for the developments there to pick up. This is because there is still traffic congestion day in and day out near the bridge,” he says.

One of the area’s future catalysts is a RM1.3 billion joint venture between Penang Development Corporation (PDC), and Temasek and the Economic Development Innovation Singapore, says Ooi. The project involves the development of a BPO (Business Process Outsourcing) Prime Project on a 6.8 acre land parcel in Bayan Baru.

The project will boost the rental market given that the increase in the number of workers in the area will prompt the need for housing, he notes. Among the other developers here are Mah Sing Group Bhd, which is developing Southbay City, and S P Setia Bhd, which has undertaken the redevelopment of the former Penang International Sports Arena, now called Subterranean Penang International Convention and Exhibition Centre (Spice).

This will be an integrated business hub with a convention centre, indoor stadium, aquatic club and business hotel. In Bayan Lepas, Ideal Property Group will embark on the Ideal Vision Park mixed-use development in Sungai Ara. Ooi says Spice is expected to draw more traffic to the Southwest. There is also the RM10 billion Penang World City in Bayan Mutiara.

​Elsewhere, in the Northeast, numerous integrated schemes, land reclamation and transport projects have been proposed. Over at Tanjung Tokong, Eastern and Oriental Bhd is set to begin reclamation work on Phase 2 of its Seri Tanjung Pinang township.

Another major on-going project in the Northeast is The Light Waterfront by IJM Land Bhd in Gelugor, which has a gross development value (GDV) of RM6.5 billion.

According to Peh, reclamation is necessary due to the scarcity of land on Penang island. “In order to create a major land bank, reclamation of land has been and is being conducted along the eastern foreshore of Penang island. As such, waterfront developments have been established and the trend will continue with more ongoing reclamation,” he says.

He notes that the market has generally been receptive to waterfront developments that offer unobstructed sea views, as observed from encouraging sales of these products.

In terms of price growth, analysis by the TheEdgeProperty.com shows that in the 12 months to 1Q2015, average prices of most projects in Northeast Penang have either held steady or appreciated. The highest growth figures can be observed among mid-cost apartments due to their lower base prices.

​They are led by Taman Air Itam Flat (+49.6% to RM350 psf), Pangsapuri Pelangi in George Town (+47.4% to RM253 psf), Villa Kejora in Relau (+45.2% to RM412 psf) and Puncak Erskine in Tanjung Tokong (+45.2% to RM213 psf).

​In Southwest Penang, the highest average price growth was at Saujana Permai Flats (+32.6%) and Saujana Damai Apartments (+31.8%). Prices at these neighbouring projects in Taman Tunas Damai in Bayan Lepas may have been influenced by the upcoming Ideal Vision Park project across the road. The 25-acre mixed-use development will include 1,945 new condominium units.

Indicative annual rental yields based on asking rentals as at June, 2015, ranged between 2.4% and 6.5% in the Northeast, led by Puncak Erskine (6.5%), an apartment on the hillside of Tanjung Tokong. In the Southwest, rental yields ranged between and 2.6% to 5.5%, led by Summerton Condominiums in Pantai Jerejak, Bayan Indah.

Ooi says the rental market has weakened in the past two years but this may change in the current economic situation. “Cooling measures by the central bank combined with escalating property prices mean that renting has become an option for those who cannot afford to buy property. The state government has also been more involved in providing affordable housing for the younger generation. One such project is I-Santorini by Ideal Property Group in Tanjung Tokong. Although it is high-density with small built-ups, [units are] affordably priced below RM550,000,” he says.

Penang Master Transport Master Plan

Ooi also added that the Penang Transport Master Plan (PTMP) will bring more developers to Penang. “Developers will be awarded land for reclamation by the state government, so we will see more developments in the future,” says Ooi. He is positive the PTMP will reduce traffic congestion and reduce commuting time.

Among the PTMP’s proposals are an integrated railway scheme that includes the Bayan Lepas LRT line from Gurney Drive to Teluk Kumbar and Batu Maung; the Ayer Itam monorail; and the Tanjung Tokong monorail. The network will connect to the mainland via the Georgetown-Butterworth LRT line. The Pan Island Link highway project from Gurney Drive to Bayan Lepas is also expected to alleviate traffic congestion.​

The weakening ringgit and cooling measures mean a poor short-term outlook for the property market in 1st quarter 2016, says Ooi.

However, Reapfield’s Kam, citing the example of Hong Kong, notes that the value of Penang properties is not likely to drop due to the scarcity of land on the island. According to Kam, buyers who can afford to buy property now but do not do so will lose out.

“Penang is still developing; it may not look at all glamorous now and this may deter investors from investing. However, by the time it is fully developed, property prices may have escalated many times over from today. There may also be an oversupply of properties now such as in the southern region, but the market will pick up again, so I would really advise those who are keen to invest to do it now,” he says.

Thaipusam on Penang – Feeling The Heat

Despite the scorching heat, thousands of Hindu devotees and tourists gathered at Jalan Kebun Bunga here in George Town, Penang for the Thaipusam celebration.

​Music reverberated in the air as devotees, garbed in saffron and yellow, mingled freely with visitors as part of the annual celebration here.

​Jalan Kebun Bunga, the annual venue for the celebration on the island, was lined up with some 50 'thanneerpanthal' (refreshment stalls, selling drinks and delicious things to eat) decorated with coconut leaves, colourful clothes and images of Hindu deities.

​Both devotees and tourists were seen stopping at the thaneerpanthal for refreshments and food, and to seek shelter from the heat.
